This was a term I saw recently on a Google Design blog about their selection process. It involves putting up the ideas (in the form of post-its, sketches, print outs etc), reflecting on what has been put up, taking note, and then voting.
In one sketching class I had, we got to vote on the best sketch of the day by taking three post-it notes and putting them on whatever we liked. When everyone was done it was always very clear visually which sketches were favored. Not only was it very interactive, it was also very democratic, especially for people who were usually quiet, as their three post-it notes counted just as much as a louder persons.
So thank you Alphabet and 3M, I think "note & vote" is a valuable thing to incorporate into design.
